The bill on Environment, State Finances, and Water category, introduced as HB 186 during the 89(1) legislative session on Wednesday, July 23, was formally listed with the short title: ’Relating to a study by the Texas Water Development Board of the state environmental review process for certain projects eligible for financial assistance from the flood infrastructure fund and the implementation of streamlining procedures based on the results of the study’.

In essence, this bill prohibits children under 18 from using social media platforms and requires companies to verify that users are at least 18 before creating accounts. The bill’s provisions apply to social media access on or after Jan. 1, 2026, and takes effect Sept. 1, 2025.
